LAKEPORT A Clearlake Oaks resident, who has been a registered sex offender since 1984, is facing new charges that he raped and assaulted a 16-year-old male.

Earlier this week, Brian Keith Collins, 43, was arrested by Lake County Sheriff”s deputies after the teen called 911 to report he had been forcibly raped by Collins.

Deputies Joseph Dutra and Lyle Thomas contacted the 16-year-old victim of the alleged crime and transported him to Sutter Lakeside Hospital in Lakeport to undergo a sexual assault examination.

The victim reported that he had been at the home of a friend earlier in the day when Collins came by and later asked him to go for a walk, which he did.

According to a sheriff”s report, they walked to a vacant residence located on Foothill Boulevard in Clearlake Oaks and went inside where Collins allegedly pinned the 16-year old against a wall and forced him to engage in sexual acts for up to 15 minutes after the victim had previously told him no. Afterward, Collins left.

After the victim was examined by a doctor, he showed deputies where Collins resided, which was a short distance from the location of the alleged assault. Deputies located Collins and the victim positively identified him as the suspect who had raped him.

Collins was placed under arrest and transported to Sutter Lakeside Hospital where he too underwent a sexual assault examination by a doctor.

Sheriff”s detectives extensively interviewed Collins about the incident. A sheriff”s office report stated that Collins at first denied knowing of, or having any contact with, the victim, but changed his story after a few minutes and admitted having sex with him.

Additionally, Collins stated he was the victim of the assault and wanted to know if the deputies were going to arrest the teenage male.

Collins has been required to register as a sex offender since 1984 for a previous conviction of child molestation.

He is facing three felony charges sodomy and oral copulation with a person under 18, and assault to commit rape and a misdemeanor charge of annoying a child under 18.

Due to the nature of the crimes and the violence associated, detectives requested and obtained a bail enhancement in the amount of $75,000, bringing Collins” total bail to $126,000.
