At its Thursday, Aug. 10 meeting, the Clearlake City Council will continue a public hearing that concerns transactions and use taxes to submit to the electorate in the Tuesday, Nov. 7 election.

The meeting will be called to order at 6 p.m. Thursday in City Council Chambers at Clearlake City Hall, 14050 Olympic Drive. The city council is considering ordinances that would bring “special” and/or “general” transactions and use taxes before the voters of Clearlake. Either tax would increase the city”s sales tax from 7.75 percent to 8.25 percent. Both ordinances require two-thirds approval by the Clearlake City Council in order for the taxes to be placed on the November ballot.

The difference is that the “special” transactions and use tax would require a two-thirds majority vote by participating registered voters. Its revenue would only be expended toward street and road maintenance.

The “general” transactions and use tax would require a simple majority vote and its revenues would be deposited into the city”s general fund to be spent at the council”s discretion. This hearing has been continued from Thursday, July 27.

Other matters to be addressed this Thursday include the appointment of a planning commissioner. Five candidates who were questioned by the council on July 27 have been asked to return for Thursday”s meeting. The candidates are Gene Schwartz, Gina Fortino-Dickson, Albert Bernal, Arlene Carter and Aqeela El-Amin Bakheit. The appointment of a commissioner is to fill an unexpired term that ends in March 2007.

The concil will consider adopting revised Community Development Block Grant Program Income Reuse Plan and Housing Rehabilitation Guidelines, as well as an appropriation limit for Fiscal Year 2006-2007.

Closed-session matters include conferences with legal counsel concerning one potential case of significant exposure to litigation and one potential case of initiating litigation; conferences with a labor negotiator regarding city employee organizations and a public employee performance evaluation for the position of City Administrator.

The complete city council agenda is posted at Clearlake City Hall. Copies of the agenda, reports and other materials will be available for public review during normal working hours at the Office of the City Clerk. In addition, a limited supply of the agenda and one complete packet will be available for the public at the meeting.
