Condoning torture is tantamount to evil. Those who do it, or subscribe to it, or order it, should be subjected to it themselves.
If deaths have occurred as a result of these tortures then those performing it, ordering it, or subscribing to it as being moral and just should then be held responsible for those deaths and tried for murder.
