The City of Clearlake is preparing a draft Environmental Impact Report regarding the Provinsalia Golf Community Specific Plan. A 30-day public review period for the Notice of Preparation and Initial Study commenced on Wednesday, Nov. 1, and continues through Thursday, Nov. 30. A scoping meeting to solicit public comment takes place at 6 p.m. Thursday, Nov. 16, in City Council Chambers, 14050 Olympic Drive.

Lake County Resort Partners LLC proposes to locate the Provinsalia Golf Community on 292.2 acres of land in the southeast corner of Clearlake, east of Dam Road and north of Cache Creek. The Specific Plan identifies development goals for the site including the development of a nine-hole public golf course and club house (80 acres), an area of passive open space (77.2 acres), a maximum of 600 single-family and 120 attached residences (135 acres) and associated utilities.

Primary access to the project site would be provided via Dam Road, located to the west of the site. Dam Road within the project site would have a 60-foot right-of-way and a 24-foot-wide paved roadway. A five-foot gravel shoulder would be provided on both sides of the road and an eight-foot-wide bike and pedestrian path would be provided on one side of the road, separated from auto travel lanes by a gutter and a five-foot gravel shoulder.

Secondary access to the project site would be provided from 18th Avenue.

All interior project streets other than Dam Road are proposed to have 24-foot-wide pavement within a 40-foot right-of-way. An asphalt walkway would be provided along one side of the street.

Approval of the Specific Plan requires a General Plan amendment to change the current designation of the project site from Resource Protection and Environment to Specific Plan and rezone the property from Resource Protection and Environment to Specific Plan.

The Initial Study is available for review at the City Planning Department. Any written comments on the Initial Study must be received either at the City of Clearlake Planning Department, 14050 Olympic Drive, Clearlake, CA 95422 or submitted to Janet Palma, AICP, Co-Project Manager, Pacific Municipal Consultants, 1440 Broadway, Oakland, CA 94612.

Comments can also be made during scoping meetings for the EIR, one for interested agencies and one for members of the public, taking place at 2 p.m. and 6 p.m. respectively on Thursday, Nov. 16, in City Council Chambers.
