The Yuba Community College District (YCCD) has extended its deadline to 5 p.m. Friday, March 30, for applying to a bond oversight committee.
YCCD voters approved Measure J, a $190-million facilities bond, on Nov. 7, 2006. The YCCD boundary includes Konocti and Middletown school districts within the County of Lake. YCCD facilities include the Clear Lake Campus in Clearlake.
Forming a citizens” bond oversight committee was a requirement for passing Measure J under the auspices of Proposition 39. Approved by California voters in 2000, it allows for passage of a school bond with 55 percent instead of a two-thirds majority but it imposes conditions of accountability and oversight for the use of bond funding.
The district began recruiting for the committee shortly after Measure J”s passage. Advertisements were placed within newspapers district-wide and Chancellor Nicki Harrington noted to the district board, at its Wednesday, Jan. 31, meeting, that approximately 40 applications had been requested from citizens throughout the district”s counties.
The oversight committee will review Measure J fund expenditures to ensure that they meet limitations imposed by Prop. 39 and the language of Measure J.
The committee must be comprised of YCCD residents. Specifically the committee must have a minimum of seven members who represent the following categories: a business representative, an active member of a senior citizens organization, a taxpayer organization member, a YCCD student, a member of a college support organization and two members at large. Appointees cannot be employees, vendors or contractors of the YCCD.
