I, for one, think the answer is obvious although maybe not popular. Uniforms. My reasonings would be as follows:
One, uniforms would eliminate gang colors. Two, uniforms would even the economic playing field. Three, uniforms would instill a modicum of respect for school. Four, uniforms provide an easily enforceable dress code. This tail has been wagging the dog for way too long. Just take the school back from the children, we attempt to protect.
