LAKEPORT — Affordable housing for seniors, carports, cell towers and pet licenses are up for consideration on the county board of supervisors Tuesday agenda.
The county redevelopment agency will request authorization to buy property it intends to develop into affordable housing for seniors. Director Eric Seely said the redevelopment agency intends to put 23 single-story units on the site, located on the corner of Highway 20 and Lake Street in Clearlake Oaks.
The option to purchase the Clearlake Oaks site expires at the beginning of November. The presentation is scheduled at 9:30 a.m. “Probably several hundred” violations of county guidelines for carports prompted the community development department”s code compliance division to ask the board for direction, according to director Rick Coel. A number of complaints to the department reported carports made of metal and plastic tubing with canvas or plastic covers. Many were installed without building permits and violate setback requirements, Coel said. The discussion will take place at 10:30 a.m. A public hearing regarding the extension of a moratorium on new cell tower applications is up for discussion at 11:30 a.m. Coel told the board at its October 16 meeting that the department would have a presentation ready November 20 regarding a county-wide plan for telecommunications towers.
According to county counsel Anita Grant, the current moratorium expires October 26. “The law requires that the board continue to be aware of the circumstances they believe justify a moratorium in the first place,” Grant said. “Do they still exist, have they changed, and what is being done to address them?”
Supervisor Denise Rushing said the idea behind the county-wide plan is to ensure that cell towers “serve the area at an optimal locations and numbers to avoid having more than we need.”
Animal Care and Control director Denise Johnson will bring a proposed ordinance before the board that aims to raise fees for pet licenses and other services the agency provides, as well as establish a flat rate for senior citizens. “We”re asking that one half of all the fees collected for unaltered, unregistered dogs be deposited in the spay and neuter program fund for use in advancing the County of Lake”s efforts to ensure responsible pet ownership,” Johnson said.
