LAKE COUNTY–Three weeks after Ivan Garcia Oliver, 29, was arrested in connection to a Nov. 20 murder in Lakeport, he was arrested again, this time while in jail.

This time the charges are for possession of a weapon and damage to jail/prison property totaling less than $400. He has been placed in pod B, a cell where visitors must make an appointment to see inmates 24 hours in advance.

The Lake County Sheriff”s Office is the arresting agency. Oliver was arrested by Officer Paulich on Thursday at 3 p.m. at the Lake County jail.

According to Lake County Sheriff Rodney Mitchell, the weapon was a four-inch plastic toothbrush that was sharpened on the handle end. It was wrapped with paper to form a grip over the bristle end of the brush.

“Depending on the impact point on a human body, it is a weapon capable of inflicting death or great bodily injury,” Mitchell said. “The destruction of the county-issued toothbrush to make an illegal weapon is a criminal offense in the penal code.”

Oliver is being held without bail on murder, burglary and elder abuse charges in connection to the murder of Michael A. Dodele, 67, who resided at the same mobile home park where Oliver lived. Oliver is a construction worker and father of a young son.

He is also under federal indictment in San Diego County for the alleged dumping of five 55-gallon drums of paint containing toluene, a toxic chemical, into Slaughterhouse Canyon Creek in El Cajon in March 2005.

Oliver was on parole at the time of both the alleged dumping and murder, triggering a state parole investigation into alleged parole violations, according to the California Department of Corrections and Rehabilitation.
