Did terms expire on Clear Lake Association officers?
Let us get beyond the $1,000,000 over the past four years in which a large portion of that has been to line lawyers pockets, and the fining of residents and Kangaroo courts that the Rivera board holds.
This letter is about the legitimacy of the Clear Lake Riviera Board of Directors. There are two, in particular, Alan Siegel, the board”s President, and Sid Donnel, the board”s Vice President, that should be questioned.
In the Covenants, Conditions, and Restrictions, Section Six: The Nominating Committee will, at least 90 days prior to each annual meeting, make every effort to nominate no fewer than two people for each vacancy occurring.
How serious of an effort did they make, or did they make an effort?
Directors shall be elected for terms of two years and serve until their successors are elected and qualified and not be eligible for re-election after a two-year term until they shall not have been a director for at least one year.
It means when that two-year term is over ? even if you fill a predecessors spot ? that spot is for two years only. Your term is over.
You can not self appoint yourself to a new two-year term,” Which is to be voted on”. You have to leave the Board of Directors for a full year, and then you can go back on the Board.
They are not replacing someone in mid-term which they would be a predecessor. The rules read you have to stay off the Board for a full year. There terms ended in June 2007, and they self-appointed themselves to another two year term to end in 2009.

These rules were set up as a built in safety valve so no one person or group could take over the Community Association.
The reason it was done this way is to bring in a new perspective, not a perpetual dictatorship.
If the President of the United States can be replaced, why can”t they? As far as Alan Siegel and Sid Donnel are concerned, their terms ended June 2007. They have to leave.
