CLEARLAKE — ]The Clearlake City Council heard a presentation during its May 8 regular meeting regarding the Area Planning Council”s Regional Blueprint Planning Program. The program is aimed at collaborating planning strategies and goals on a regional level.

Terri Persons, associate planner for the APC, provided a PowerPoint presentation detailing the goals and purposes of the program and the roles held by stakeholders including local government and the public at-large.

According to Persons, the Regional Blueprint Planning Program increases understanding of regional impacts of land use, transportation and other planning decisions. It provides a comprehensive and integrated vision and decision-making tool for local governments to use when planning for future growth.

The purpose of the program is to facilitate regional collaboration and develop a comprehensive, regional growth strategy with a 20-year planning horizon. Goals are to improve mobility and reduce auto dependency; accommodate an adequate housing supply; minimize impacts to habitat, farmland and air quality; improve interagency coordination; and improve economic competitiveness and quality of life.

The program incorporates the participation of local elected officials, city and county agencies and tribal governments; organizations representing business, labor and environment; and community leaders, neighborhood groups, the general public and underrepresented groups.

Local governments are charged with supporting and participating in the Blueprint process; using the information and modeling tools to make informed planning decisions; and linking General Plan, Regional Transportation Plan and Blueprint policies.

The council thanked Persons for the delivering the presentation without comment or question.
