CLEARLAKE ? The Community Development and Engineering departments for the City of Clearlake recently provided an update on various projects currently in progress.

The council accepted the report as a consent calendar item Oct. 23.

?Provinsalia

Staff reported that the final Environmental Impact Report (EIR) on the project was completed in March. A joint meeting with the Planning Commission and City Council was held in April to provide non-binding comments on the project prior to processing the application. A thorough review of the EIR and other documents was conducted between April and July.

Staff is reportedly in the process of revising the draft specific plan to tighten up regulations that would apply to the project. The Planning Commission has reviewed the plan at four meetings. Staff expects the review to be complete by Nov. 3 in order for the commission to hold a public hearing to make recommendations to council on Nov. 18.

?Airport Redevelopment Project

Staff has reportedly reviewed several proposals and conceptual site plans throughout the past 14 months. According to the report developer Katz Kilpatrick has completed its due diligence.

This involved conducting a geotechnical study, site survey, developing the site plan, preliminary site construction costs and evaluating the cost to provide water and sewer service. The city administrator and city engineer reportedly met with Katz Kilpatrick, a potential anchor tenant, Highlands Water Company, the sewer district and a traffic engineer in February. The potential anchor tenant has reportedly prepared preliminary construction plans and cost estimates for the project.

The process to negotiate the business terms of the agreement to sell the property began in May. Staff finalized a preliminary agreement on the major terms in July.

Staff also prepared the draft Disposition and Development Agreement (DDA) in July and is currently in the process of finalizing the DDA and appraisal. When the tasks are complete a public hearing will be scheduled.

?Edgewater

The Redevelopment Agency Board of Directors approved a loan of $700,000 for the project in July that would result in affordability covenants for 154 apartment units. The council authorized staff to file a HOME grant application for $1.1 million to assist the project. The grant would provide $0.1 million for administrative costs and $1.0 million for the loan. Staff expects response within in a couple months as to whether or not the state will approve the tax credits and grant application.

?Star ? Clearlake Commons

A letter of agreement was reportedly executed in May with Star-Clearlake Commons to obtain affordability covenants on 91 apartment units. The tax credit application was reportedly approved in June and staff is currently waiting for other financing commitments from the applicant. Staff has prepared a draft regulatory agreement/affordability covenants for the project, which is being reviewed by the owner.
