The Clearlake City Council, sitting as the Redevelopment Agency, recently voted to establish an advisory committee to assist with issues related to redevelopment. Applications for appointment are currently being sought.
The committee will consist of five members with each member of the board appointing one person apiece. The committee will be responsible for assessing housing and economic development strategies. It will also be responsible for providing recommendations to the board on a number of redevelopment issues such as the use of any bond proceeds (except for the sale of property), establishing guidelines for a first-time home buyer program and other requests as may be assigned by the board.
“I think the five members is good because if you get too many, things just don”t get done,” Boardmember Joyce Overton said during discussion of the matter on Oct. 23.
Boardmember Roy Simons had initially felt that a five-member committee could not satisfy a need for diversity. However, following Overton”s comments, Simons said he agreed with Overton”s assessment.
The committee will hold meetings at times to be determined once membership is established. The initial term shall be one year for two members and two years for the other three members. Thereafter, the term shall be two years for all members. All meetings will be noticed pursuant to the provisions of public meeting laws.
Committee members will be required to file, as public record, periodic Statements of Economic Interest disclosing interest in real property, business and investment and sources of income as required by the Political Reform Act. Restrictions on property acquisition within the redevelopment area will also apply to committee members.
Committee members must be residents of Clearlake. Citizens interested in appointment to the committee may obtain an application during regular business hours at Clearlake City Hall. Applications must be filed with the City Clerk no later than 5 p.m. Nov. 28. The City Council/RDA Board of Directors will consider all applications and make appointments.
