Why were voter pamphlets written in Spanish?

In order to vote as I understood the law one must be a citizen. To be a citizen one must be born here or to be naturalized which requires one to speak English, know a partial history of the United States along with certain residency requirements.

The recent Lake County voter pamphlet for Kelseyville had the background of several contestants in the upcoming election written in English and also in Spanish. Why? Do we now have illegal immigrants or non citizens voting?

A recent court decision freed employers from checking social security numbers of their employees against the social security numbers in government files for number accuracy and immigrant status because of its complexity. So, how do those people employed at voting locations possibly make that distinction. Then again that”s probably not in the job description.
