CLEARLAKE ? The Clearlake City Council will meet for a regular meeting today at 6 p.m. in Council Chambers at Clearlake City Hall. The evening”s agenda includes six items pertaining to the abatement of nuisance properties, the second reading of an ordinance related to the rezoning of the Provinsalia Project, a mid-year budget review and several other items of business.
Establishing bylaws for the Redevelopment Advisory Committee and an appointment to the committee are also on the agenda.
Code Enforcement is seeking authorization for levying administrative penalties for failures to abate public nuisance properties. There are 10 properties included in the item, each assessed with the maximum penalty of $2500. There are four additional properties, for which Code Enforcement is seeking authorization to proceed with the abatement process.
The council will entertain the second reading of Ordinance No. 2009-141 to rezone the Provinsalia property from resource protection to specific plan. The draft specific plan has been available for public review since Aug. 2008.
A concern that has been voiced by the public pertaining to premature altercation of the project site is addressed in the staff report accompanying the item.
According to the report, the site cannot be altered until the construction plans and security (performance bond) have been approved. A performance bond guarantees the construction of public improvements and it is not related to the specific plan.
If the developer violates the provisions it will be considered a violation of City Code and will be prosecuted as a misdemeanor. Actions would be a fine of $500 and/or six months in jail for each violation.
Sitting as the Redevelopment Agency (RDA), the panel will consider approving bylaws for the RDA Advisory Committee as well as select a candidate to fill a vacancy on the committee. Those who have submitted applications for consideration include Attorney Robert Riggs; Yuba College EOPS Specialist and Adjunct Faculty member Sissa Nelson Harris; Lake County Land Trust Executive Director Susanne Scholz; and retired real estate and mortgage broker Venoma Gill.
City Administrator Dale Neiman is expected to deliver the mid-year budget review during the meeting as well.
According to his staff report, revenues are $93,000 less than projected, attributed to the significant economic problems occurring in the state.
