What if the shoe was on the other foot?

Two weeks ago I submitted my tax return to the State of California. I”m not getting a large refund because I plan out my taxes and I do not lend the state a no interest loan for their enjoyment to spend. I went to their home page to see what the status of my refund was and got the following information: “Your return has been received and processed; however, a refund cannot be issued at this time. Due to the state”s persistent cash flow problems, the State Controller”s Office was forced to delay a number of payments, including those for tax refunds. State refund payments will resume as soon as cash becomes available.”

Now I ask you, if I had a persistent cash flow problem could I delay sending money to the state? Come April 16 they would be looking for me with penalties and interest. Maybe we can send them an IOU; they can give them to the idiot politicians running the state, in lieu of a paycheck. California has become a cradle-to-grave welfare state and yet even when the whole nation is having money problems most of the politicians in Sacramento still refuse to cut back on spending. A pox on them all.
