CLEARLAKE ? The City of Clearlake is initiating on another project to rehabilitate roads in the city. The council provided authorization to solicit bids Thursday to rehab parts of Austin, Burns Valley, Arrowhead and Pomo roads.
The project will utilize Federal Stimulus funding as well as some city funds. The entire project is estimated to cost $1,435,000.
“As you know, we are well ahead of the other agencies in Caltrans District 1 to obtain approval to bid our project,” City Administrator Dale Neiman reported. “We are currently ready to solicit bids, but we are waiting for Caltrans approval. We expect to receive their approval in early June.”
The council authorized solicitation of bids to rehabilitate Austin and Burns Valley roads using Federal Stimulus money. According to Neiman”s report, the Area Planning Council (APC) recently approved Federal Stimulus funding to fund this portion of the project. “We will receive $813,600 to complete this work,” Neiman reported. “This work will be bid as the base bid. This means we have to select the bid for these two streets from the lowest responsible bidder.”
The Austin Road project area consists of 4,800 feet from Lakeshore Drive to Old Highway 53. The project will entail a six-inch grind and pavement replacement, 22 feet wide. Estimated cost is $542,400. The Burns Valley Road project area is Rumsey Road to 2,400 feet west. It will entail a four- to six-inch grind, pavement replacement and overlay, varying 21 to 40 feet wide. Estimated cost is $271,200.
Neiman reported that there is $542,467 budgeted in a line item for residential overlays. “We are recommending that you authorize us to use this money to obtain additive bids to rehab Arrowhead Road and Pomo Road ?” he said. “What an additive bid means is we can either accept the bid or reject the bid for each of the three locations. The construction estimate for the additive bid items is $621,500.”
According to Neiman, either additional American Recovery Reinvestment Act (ARRA) Federal Stimulus funds and/or local matching funds will be used to fund additional costs.
The Arrowhead Road project area consists of 2,600 feet from Burns Valley Road to West Park Street. The project will entail a six-inch grind and pavement replacement, 22 feet wide. Estimated cost is $293,800. The second portion of the Arrowhead Road project consists of 1,600 feet from Modoc Street to Country Club Drive. This portion also entails a six-inch grind and pavement replacement, 22 feet wide. Estimated cost is $180,800.
The Pomo Road project area consists of 1,300 feet from Arrowhead Road to Lakeshore Drive. The project will entail a four-inch grind and pavement replacement, 18 feet wide. Estimated cost is $146,900.
According to Neiman, the city will be the first agency in Caltrans District 1 to solicit bids and therefore will likely receive a lower bid than agencies that go to bid in the mid to late summer.
