How safe is our lake?

Last Sunday evening we were attracted to a boat with three men screaming and going in circles in our cove. Upon observing them we realized that they were so heavily under the influence that they were unable to stand up and yet they were attempting over and over to tow someone on a wake board. That person was also unable to stand.

The glass pipe they had was identified to me by my grandchildren as a “bong.” They also were drinking from bottles. I called the boat patrol and there was no answer. I called their 24-hour number and was directed to another number which I called. Again there was no answer. After watching them for 15 minutes and seeing other boats avoiding them, I called 911. The description and location of the boat was given as well as the CF numbers. We received a callback from a deputy saying that there was no one on call. He also said that if they did something stupid he would come out. In my opinion what was occurring was stupid enough. Do we need another Dinius case here? How safe is our lake after boat patrol hours?
