CLEARLAKE — The Clearlake City Council will meet for a regular meeting 6 p.m. Thursday Jan. 28 at Clearlake City Hall. Members of the public may comment on any agenda item under discussion. Public comment provides citizens an opportunity to speak for three minutes on any topic of choice as well.

Consent calendar items, which are considered to be non-controversial and will be acted upon as one, include: review of bills, approval of minutes, monthly reports by the grant, police and city clerk departments; continuance (to March 11) of a public hearing to consider the amendment of Article 18-1, administration and the non-conforming provisions of the zoning ordinance; and consideration of a request by Shirley McLeod to waive administration fees for failure to abate and lien for abatement costs incurred on property located at 3171 16th Street.

Also on the consent calendar are several items regarding the sale and development of the airport property. The following items will be continued to the Feb. 11 meeting: (1) whether to certify the draft mitigated negative declaration/initial environmental study in accordance with the California Environmental Quality Act; (2) authorize the executive director to execute the draft disposition and development agreement; (3) authorize the executive director to execute the land exchange agreement with the adjoining property owner to the south; (4) approving the disposition and development agreement between the Clearlake Redevelopment Agency and KK Raphel Properties, LLC and authorizing the city administrator and city clerk to execute the agreement; and (5) abandonment of part of right-of-way for Airport Road.

Business items include:

? Authorization to transmit the preliminary report for the proposed amendment of the community development plan for the Highlands Park Community Development Project to each affected taxing agency, the planning commission, the California Department of Finance and the California Department of Housing and Community Development.

? Public hearing to consider abatement of nuisance on property located at 13891 Morgan Avenue, APN No. 039-112-060, owners Shandor and Cynthia Szentkuti.

? Public hearing to consider the abatement of nuisance on property located at 14961 Saroni Parkway, APN No. 039-284-190, owner John Rupert.

? Consideration of establishing personnel rules for volunteers.

Regular agenda items also include reports by the city administrator and members of the council.
