CLEARLAKE — The City of Clearlake anticipates beginning Phase II of its Collector Street Rehabilitation Project next week, weather permitting. The project was originally intended to begin on May 19; however, rainy weather put a delay on construction.
Argonaut Constructors, of Santa Rosa has been contracted to do the work. The company submitted the low bid at $498,000. Completion of the project will result in more than 11 miles of rehabilitated roadway in the city in the last few years.
“In 2007 we did the Midtown Overlay Project and then in 2008 we did the Arterial Overlay Project. Last October we did Phase I of the Collector Street Rehabilitation Project using American Recovery and Reinvestment Act, or federal stimulus, funds,” City Engineer Bob Galusha said. “For Phase II of the project we are using a different funding source. The majority of the funding is through Prop 1B, which was a bond proposal passed several years back. These funds must be used for street rehabilitation purposes.”
Work on Phase II will begin on June 14 and continue through June 28, weather permitting. Phase II streets include Arrowhead Road between Golf Club Drive and Modoc Street; Arrowhead Road between Park Street and Burns Valley Road; Burns Valley Road between Arrowhead Road and Woodland Drive; and 40th Avenue between Moss Avenue and Phillips Avenue.
Galusha said that work will commence on Arrowhead Road and then proceed to Burns Valley Road followed by 40th Avenue. Galusha said that the roads were originally included as additive alternates in Phase I. “Additive alternates came in higher than what the city thought it should approve at the time,” he said. “So, we re-bid them and as a result were able to save roughly $190,000.”
Galusha said that work will involve the excavation and removal, by grinding, of existing asphalt surfacing and the old road base and placement of new asphalt pavement and minor underground utility repair. He said the new asphalt pavement will be placed in two lifts, a base asphalt course and finished asphalt course. “The first, or base course of asphalt, will be placed immediately after the grinding. The finished asphalt course will be placed a day or two later,” he said.
Work hours will be 7:30 a.m. to 5:30 p.m. Monday through Friday. Electronic message boards will be in place prior to the start of paving work advising motorists of the work schedule and road closures.
Galusha said that portions of Arrowhead Road, Burns Valley Road and 40th Avenue will be subject to closure. Through traffic will be detoured around the work site during construction hours. Access to local residents will be made available at all times during construction. However, delays should be expected. Road closures will remain in effect during construction hours and motorists are asked to drive carefully in areas of road construction.
