CLEARLAKE — No action was taken Thursday in relation to extending the Redevelopment Plan in the City of Clearlake because of a lack of a quorum. Councilman Roy Simons was unable to attend the meeting due to a medical emergency.

The item was continued to a special meeting called for 6 p.m. Monday.

According to City Administrator Dale Neiman, the item will fail if Simons cannot attend. “Unfortunately, if Roy is sick and he can”t be here, it won”t pass,” he said.

A nearly three-hour discussion concerning the extension of the RDA implementation plan was entertained during a special meeting held on June 7. The item was continued in order to comply with state law in that action could not be taken prior to seven days following response to written comments received. In order for the extension to pass, all three council members, seated as the RDA, must vote in support. The panel consists of three members because two council/agency members recused themselves due to potential conflicts of interest related to the property they each own. Mayor Judy Thein and council members Simons and Chuck Leonard comprise the panel. Vice Mayor Joyce Overton and Councilmember Curt Giambruno have recused themselves.

According to City Administrator Dale Neiman, if the plan is not extended RDA revenues will cease on July 1. He said if the plan is extended for 10 years approximately $20 million in revenues and $20 million in bond proceeds would be available to improve the community.
