CLEARLAKE — The Clearlake City Council approved contracts Thursday for interim appointments to the position of city administrator. City Engineer Bob Galusha will tentatively serve the position until Feb. 7 at which time the duties will be assumed by Stephen Albright.

Both contracts are for “at-will” employment to serve at the will and pleasure of the Clearlake City Council. Additionally, both contracts classify the position as “exempt” under the Fair Labor Standards Act and neither employee will be entitled to payment of overtime nor will they be entitled to reimbursement for any costs or expenses incurred in the performance of their duties unless said costs and expenses receive prior approval by the city council.

Galusha”s contract is from Dec. 31, 2010 until the new city administrator is hired or until terminated in accordance with the agreement. Galusha is to receive an eight percent pay increase while performing duties as interim city administrator in addition to his regular compensation and benefits he currently receives.

Neither employee will be entitled to additional compensation for attendance at meetings outside normal working hours, including, but not limited to, city council and planning commission regular or special meetings or workshops.

Albright”s contract begins Feb. 7 or earlier if possible. He is to serve as executive director of the Redevelopment Agency as well. Albright compensation includes a pay rate of $40 per hour up to a maximum of 960 hours. The work schedule is to be jointly agreed upon by the city and the employee.

Albright is to be reimbursed the cost of his monthly medical insurance, which is estimated to be $450 per month. He is to receive a weekly allowance of $100 to cover the cost of travel to and from his home in Eureka. Additionally, Albright”s contract describes payment for his cost of temporary living location in the Clearlake area for the period of the agreement to cover housing rental costs, utilities and communications (land line or cell phone) up to $2,000 per month. Any amount above $2,000 will require the approval of the city council.

Albright is to serve the position until a new city administrator/redevelopment agency executive director is hired or until terminated in accordance with the agreement.

Both contracts were approved unanimously.
