CLEARLAKE — The City of Clearlake will seek qualified applicants to fill the vacant position of City Treasurer. Additionally, the council will seek applicants for consideration of appointments to the Clearlake Planning Commission.

City Treasurer is an elected position that may be filled by appointment when a vacancy occurs. According to Clearlake City Clerk Melissa Swanson, there were no qualified candidates for the office of treasurer during the most recent election. In December, the council appointed Swanson, as City Clerk, to temporarily fill the position until a permanent appointment could be made.

The council conceded Thursday to solicit qualified applicants for the position. City treasurer is responsible for reports and accounting of all receipts, disbursements and fund balances and complying with all laws governing the deposit and securing of public funds. As an elected officer, the city treasurer is entitled to a $300 stipend. Health benefits for the city treasurer and city clerk were eliminated by council resolution in 2006.

Qualified applicants must be registered voters and residents of the City of Clearlake. The city treasurer is subject to the Political Reform Act and must file as public record an FPPC Statement of Economic Interests Form 700.

According to Clearlake Municipal Code, responsibilities of the city treasurer fall on the city administrator if the position is not filled.

Two positions on the Clearlake Planning Commission will expire on March 27. Council members Judy Thein and Curt Giambruno voiced support for re-appointing commissioners Fred Gaul and Albert Bernal. While Mayor Joyce Overton and Vice Mayor Joey Luiz indicated that they did not oppose possible re-appointment, they said they would prefer solicitation of applicants. Overton said she preferred the application process because it was a commitment made by the council early in her tenure. Luiz said he would prefer seeking applications in order to provide a more transparent process. Councilmember Spittler also supported the solicitation of applicants.
