LAKEPORT — A traffic stop for a vehicle equipment violation led to the arrest of two men Saturday evening, according to Lt. Brian Martin of the Lake County Sheriff”s Office (LCSO).

A LCSO deputy stopped a truck traveling on Lakeshore Boulevard in North Lakeport just after 5 p.m., Martin said. William Ralph Smith, 40, of Kelseyville was the driver, and Santiago Garcia, 32, of Mount Vernon, Wash., was the only passenger, according to Martin.

Records showed that Smith was on parole and Garcia, a convicted felon, had a warrant out for his arrest from Washington state, Martin said. Garcia was arrested because of the warrant and deputies searched the truck, Martin said.

In the truck, deputies found a rifle, which had been reported stolen to the Lebanon (Ore.) Police Department, and about 20 grams of a “white powdery substance” under the driver”s seat, Martin said.

Garcia and Smith were suspected of being under the influence of methamphetamine, Martin said. The white substance will be tested by the state”s Department of Justice crime laboratory, as field tests on the substance were not conclusive, Martin said.

Garcia was arrested and booked into the Lake County Jail on two felony charges and one misdemeanor charge. Smith was also booked into the jail on charges of two felonies and one misdemeanor.
