LAKEPORT–The Lake County Board of Supervisors (BOS) on Tuesday took up an item not posted on the agenda.
District 4 Supervisor Anthony Farrington brought before the BOS a letter from the Regional Council of Rural Counties (RCRC), a council made up of 30 rural counties.
The letter was addressed to state Assembly members Wes Chesbro and Paul Cook asking them to support state Assembly Bill 1152. The bill is an amendment to Senate Bill 7x 6, which established a statewide groundwater elevation monitoring program, according to the RCRC letter.
The RCRC wanted the BOS to provide a letter to Chesbro in support of AB 1152. The item wasn”t on the agenda because it was brought to Farrington after the agenda had been posted. The BOS unanimously voted to take it up.
According to the RCRC letter, AB 1152 would amend SB 7x 6 by giving rural areas the authority to monitor ground water basins and subbasins under different jurisdictions, such as lands owned by the federal government or American Indian tribes. Rural areas would use alternative monitoring methods such as hydrologic records, well permits or similar reports, aerial photographs and remote sensing data. Most of the BOS wanted further clarification on the matter. After Farrington arranged to get Kathy Mannion, the legislative advocate who authored the RCRC letter, on speakerphone to address the concerns of the BOS, the BOS unanimously voted to draft a letter to Chesbro in support of AB 1152.
The BOS approved appointing new members to some local organizations that had vacancies. Gerald Morehouse was appointed to the Building Board of Appeals for District 3. Michael Dunlap, of Shoreline Property Owners, was appointed to the Clear Lake Advisory Committee. Richard Feiro was appointed to the Kelseyville Cemetery Board of Trustees. A BOS member was asked to sit on the Solid Waste Appeals Panel. The BOS voted to put District 2 Supervisor Jeff Smith on the panel.
The BOS unanimously approved three Public Works Department requests. The first request was to approve a resolution to have the name of an existing road extend from its current length to its end and to name an existing unnamed road. Upon final approval, Konocti Road in Kelseyville will see its name extended from its current terminus to the end of the road on Mount Konocti. An existing unnamed road between its intersection with Konocti Road and terminus at Buckingham Peak on Mount Konocti in Kelseyville will now be called Buckingham Peak Road. A second BOS vote is expected at 10 a.m. on May 24.
A resolution asking for support for a bicycle grant application for Lakeshore Boulevard Bikeway Phase IV and the required 10 percent local match was approved. The project is estimated at $492,300 and requires the county to put $49,300 toward the project.
The BOS also approved the Road Division of the Public Works Department”s request to approve an agreement for vegetation control with Pestmaster Services of Lake and Mendocino County. The agreement was in the amount of $45,000. Pestmaster Services would be in charge of spraying herbicide for weeds and vegetation on county roads provided to it in a list by the county. Pestmaster Services was the only company to submit a bid for the contract agreement by the established deadline.
