LAKEPORT — The Lakeport City Council Tuesday discussed a recently drafted Council Policies and Procedures Manual during a two-hour workshop, which immediately preceded a brief, 30-minute regular public meeting.

The council heard that the drafted manual was the first of its kind for Lakeport. Council members provided input on the draft to several city staff members during the workshop.

The purpose of a formal manual is “to assist the City Council by documenting accepted practices and clarifying expectations,” according to the draft.

The manual would focus on several topic areas, including interaction and communication with city staff, council powers and appointments, meeting guidelines and procedures, the Brown Act and advisory body procedures.

City staff planned to incorporate the council-recommended draft modifications and present the final version to the council for approval on a future meeting”s consent agenda.

The workshop ran from 4 p.m. until just after 6 p.m., pushing the regular meeting start time to 6:15 p.m. to allow council members and staff to take a brief break in between.

The only action taken on a piece of council business concerned a proposed contract between the city and Ruzicka Associates for design work on the Parallel Drive Water Main Extension Project.

The project, a joint effort between the city and Mendocino College, would extend the water transmission line roughly 5,600 feet from near the AAA building on Parallel Drive down to the south property line of 2565 Parallel Drive. The project would provide water and fire protection services to the proposed Mendocino College Lake Center.

The council voted unanimously to authorize the contract and allow the city manager to execute it. The contract for the design work is worth $32,617.
