LAKEPORT — The Lake County Board of Supervisors (BOS) approved a loan agreement between the county and Lake One-Stop, Inc. among its actions on four extra items during Tuesday”s regular meeting.
The loan funds, which cannot exceed $80,000, would cover One-Stop”s operating expenses for July while the non-profit finalizes contract negotiations to become the county”s service provider for the new Napa-Lake Workforce Investment Area, according to Social Services Director Carol Huchingson.
The BOS voted unanimously to approve the loan agreement and authorize Chairman Jim Comstock to sign it.
The second extra item involved issues regarding the Lake County Sheriff”s Office (LCSO) that had originally been placed on the consent agenda.
The LCSO originally asked the BOS to award four bids for radio equipment purchases, but the department did not realize until recently that it had not conducted the necessary normal sealed bid process.
The confusion arose because the costs of the individual radios were below the level that requires the sealed bid process but the overall totals exceeded the threshold, County Administrator Kelly Cox said.
In order to award the bids, the BOS would first have to waive the requirement for the normal bid process.
The BOS unanimously approved the waiver and then awarded the bids, with District 3 Supervisor Denise Rushing saying it appeared the “intent of the bid process” was honored.
The BOS voted to accept the retirement letter submitted by County Clerk/Auditor-Controller Pam Cochrane, the third extra item discussed.
“After much thought and reflection, I”ve decided that as much as I enjoy my job and those with whom I work, it is time for me to be able to spend more time with my family,” Cochrane wrote in the later dated June 23.
Cochrane, who has served as County Clerk/Auditor-Controller for more than a decade, will retire effective Oct. 15.
The BOS also directed the Human Resources Department to begin the recruitment process for a replacement. The BOS will eventually conduct interviews for the new hire in open session because it is an elected position, Cox said.
The final extra item concerned appointments to the Lake County Agricultural Grievance Committee. The recruitment of members was not resolved until Monday, County Counsel Anita Grant said. The BOS approved the committee appointments.
Before considering each proposed extra item, the BOS first voted unanimously to take up each matter, finding that the need for action arose after the posting of Tuesday”s agenda. Such votes are required prior to the BOS taking up any item not listed on a posted agenda.
