Mr. Farrow seems to have made a typo in his letter about the Congressional Reform Act when he stated that the 27th Amendment gave 18-year-olds the vote.

It was the 26th that did so.

It also seems unlikely that it was ratified so quickly. The 27th Amendment was to require an election cycle between the time Congress voted itself a pay raise and the time it was implemented.

That amendment was proposed along with the Bill of Rights in 1789 and wasn”t ratified until 1992. I remember Congress crying foul over that one. I believe that would be a more realistic scenario about the passage of the Congressional Reform Act.
