CLEARLAKE — In an information report to the Clearlake City Council that required no action Thursday, Interim City Administrator Joan Phillipe received support in appointing two city staff members to serve staff needs in relation to the dissolution of the Redevelopment Agency.

City Clerk Melissa Swanson and Interim Finance Director Sandra Sato will attend to city staff responsibilities in the process to dissolve the agency.

“Inasmuch as I will be sitting on the oversight board, it is not reasonable to also serve as staff as well,” Phillipe said in her report. “To address that situation, I have designated Melissa Swanson to serve as the clerk and Interim Finance Director Sandra Sato as staff to prepare reports and recommendations for the board”s consideration, based on council recommendations.”

The Redevelopment Oversight Committee is scheduled to meet for its first meeting at 9 a.m. Thursday in City Council Chambers. The committee consists of Mayor Joey Luiz, Phillipe, District 2 Supervisor Jeff Smith, Lake County Fire Protection District Chief Willie Sapeta, Bill Perkins, who will fill the member-at-large seat; and Bill Cornelison, retired Lake County Superintendent of Schools. Phillipe said that an appointment by the Yuba College Chancellor”s Office has yet to be made.

Thursday”s meeting will begin with an introduction of the oversight committee staff including Swanson and Sato. The remaining items of business are agendized as follows:

* Appointment of board chair and vice chair and determination of the meeting schedule.

* Discussion of the purpose of the board and update on redevelopment status.

* Discussion of public use properties.

* Discussion of the process to sell properties.

* Verbal report on the fiscal status of the dissolved agency.

* Receipt of annual financial report of the agency for fiscal year ending June 30, 2011 and receipt of audit.

* Request to authorize the finance director to consolidate Tax Increment Funds Balances.

The agenda also includes board staff and board member reports. The meeting is open to the public.
