CLEARLAKE — The Clearlake City Council moved Thursday to waive city permit fees associated with the Lake Community Pride Foundation”s proposed efforts for rehabilitate the city-owned building on Golf Avenue. The building is expected to functional for youth activities by the coming summer.

Members of the council were in agreement that waiving the fees would not set a precedent in that the building is city-owned and improvements will provide youth services that the city is not currently providing.

Proposed renovations include in part Americans with Disabilities Act (ADA) compliant restrooms, office space and kitchen upgrades.

Waiver of fees include those now and in the future relating to planning, building and encroachment permits associated with the rehabilitation project.

In other news, the council directed staff to compose an ordinance for council consideration changing the city”s form of government from one directed by city administrator to city manager. The change, which is to be described within the city code, will allow the city manager to hire and fire managerial positions without direct approval of the council. It also allows the city manager to hire and fire positions such as police chief and finance director. However, a clause could be added to require any such action be discussed with the council before absolute action, Councilwoman Judy Thein said.

The council provided direction to staff with regard to drafting a city mission statement and list of core values. Both will be brought back before the council for consideration at later date.
