CLEARLAKE — The Clearlake City Council Thursday adopted city goals, objectives, core values and a mission statement.
Some of the goals and objectives of the city include maintaining the budget and general plan, bringing in economic development with construction of a shopping center, and increasing public safety and code enforcement.
The city”s core values include accountability, respect, ethics, service-oriented and improvement.
Council members discussed adding issues affecting the city to the list of goals, including the need to revitalize Lakeshore Drive and a downtown business district.
Vice Mayor Jeri Spittler said she was in favor of adding to the list of goals fixing up Lakeshore Drive and the businesses that line the road. Spittler said it would be “an insult” to those businesses to construct a shopping center and bring in corporate businesses.
“It”s time for the city to support local businesses,” she said, adding that the city”s lack of support for city businesses was “appalling.”
Councilwoman Joyce Overton said she wanted to shorten the mission statement because it addressed some things included in the goals, adding that it should be memorable. She agreed about the need to revitalize Lakeshore Drive.
Overton said Clearlake businesses are on a circular route through the city and the route should be included in the revitalization as part of a business district.
Councilwoman Judy Thein said she supported the idea of bringing in outside businesses because of the money that would flow into the city”s coffers, calling it the “most bang for your buck.” She said she supported the city goals, mission statement and core values “as is.”
Mayor Joey Luiz supported the idea of adding the revitalization of Lakeshore Drive and the creation of a business district to build up the lakeside community. He said diversity is good, adding that development needs to occur at the “blighted” airport property.
“Clearlake Police are out there constantly,” Luiz said. “Something needs to happen there and with Lakeshore Drive.”
Overton moved to amend the mission statement to be shorter and the goals to add Lakeshore Drive revitalization. The council unanimously adopted the city mission statement, goals, objectives and core values.
In other matters, the council approved drafting Recognized Obligations Payment Schedules (ROPS) for the periods of July 1 through Dec. 31 and Jan. 1 through June 30, 2013.
An ROPS is related to any matters with redevelopment, including payments that are due. The passage of AB 1X 26 in June, which was upheld by the State Supreme Court, dissolved all redevelopment agencies (RDA).
City Manager Joan Phillipe said cities are required by law to submit ROPS for six-month periods in advance of the fiscal period. The reports need to be approved by the RDA successor agency as well as the city Oversight Board. Phillipe said an audit by an outside firm was also required.
The council unanimously approved the drafting of the two ROPS.
