ROBINSON RANCHERIA — Two people were arrested on charges of possession and being under the influence of drugs Wednesday by Bureau of Indian Affairs-commissioned Robinson Rancheria Police officers.

Officers were contacted regarding suspicious activity allegedly involving a woman and man exchanging cash for unknown items from a prescription pill bottle. The incident reportedly took place on the reservation near the area of Pomo Drive.

Robinson Rancheria Police Sgt. John Irwin and Reserve Officer Frank Gudmundson responded to the scene and located a man and woman who reportedly matched the descriptions of the people involved. They were identified as Penelope Eby, 46, of Nice and Justin Casey, 36, of Nice.

During the course of the investigation, Eby and Casey reportedly displayed signs of being under the influence of drugs and were arrested.

A search of Eby”s purse after she was arrested reportedly revealed a prescription pill container with two different opiate-based prescription pills. During an interview, Eby allegedly admitted to selling three hydrocodine pills to a friend for an unspecified amount and allegedly admitted to recent drug use.

It was determined that Casey was on parole and allegedly admitted to recent methamphetamine use.

Eby was arrested on federal charges of possession of a controlled substance and sales of a controlled substance on federal property. Casey was arrested on state charges of being under the influence of drugs and possible parole violation.
