LAKEPORT — The Lake County Board of Supervisors (BOS) Tuesday approved a memorandum of understanding (MOU) between the County and the Lake County Correctional Officers” Association (LCCOA).

Some MOU conditions, which run from July 1, 2011 to Dec. 31, 2013, include 40 hours of personal leave provided in lieu of a cost of living adjustment (COLA), except employees hired after July 1, 2012 will receive 24 hours of personal leave and employees hired after July 1, 2013 will receive eight hours of personal leave.

Also, employees who are certified bilingual through the county”s bilingual certification process shall receive a 2.5-percent of base pay rate for all hours worked.

The MOU was reached after months of negotiations, and the supervisors recognized the effort that went into the process.

“I feel proud of these employees for sticking by us and working with us,” BOS Chair Rob Brown said. “They”re committed to the betterment of Lake County.”

The LCCOA ratified the agreement a few weeks ago, according to Matt Perry, chief deputy county administrative officer. The BOS unanimously adopted a resolution that adopted the MOU.

In other matters, the supervisors approved awarding a contract for oils for roadwork projects to Telfer Oil Co. in the amount of $934,475. Public Works Director Scott De Leon said the oils are used for chip seal road preservation projects throughout the county.

The supervisors also unanimously approved a contract change order from Public Works for storm damage project on Socrates Mine Road in Middletown.

De Leon said the change order was for $1,633 for a revised contract amount of $576,645. He said it would balance quantities and reflect changing conditions in the project.

The BOS unanimously adopted a resolution amending a contract between the Lake County Sheriff”s Office (LCSO) and PJ Helicopters for helicopter services used for marijuana reconnaissance and eradication on public and private lands. The amendment increased the maximum compensation amount from $45,000 to $65,000 by appropriation of a federal grant.

The supervisors unanimously approved an agreement between the County and Megabyte Systems, Inc. for the Megabyte Property Tax System. Treasurer-Tax Collector Sandra Shaul said the agreement is reviewed annually and there was a 3.5-percent increase in price this year, making the agreement in the amount of $169,319.

The BOS approved a budget transfer in the amount of $48,600 for the Information Technology (IT) Department to upgrade the phone system at the Lake County Courthouse.

IT Director Shane French estimated the upgrade would save the county around $900 per month. The supervisors authorized the department to purchase needed equipment.

The supervisors commended the Clearlake Oaks/Glenhaven Business Association with a certificate of appreciation for the success it had with the 2012 Catfish Derby.
