LAKEPORT — The Lake County Board of Supervisors (BOS) unanimously adopted a resolution affirming county policy to continue to comply with all requirements of the Brown Act, which was enacted in 1953 to ensure the public”s right to access and participate in government meetings.

Assembly Bill 1464, which was signed into law on June 27, contains several suspensions of state mandates that extended to various provisions of the Brown Act, including preparing and posting of meeting agendas at least 72 hours in advance and the inclusion of brief, general descriptions of closed-session items.

BOS Chair Rob Brown said the supervisors take the Brown Act “very seriously” and that making a statement such as the affirmation vote is important for the public”s sake.

In other matters, a contract change order was unanimously approved for the Southeast Force Main and Pump Station project.

The BOS adjourned and reconvened as the Board of Directors for the Lake County Sanitation District. Special Districts administrator Mark Dellinger said the change order was needed to address State Department of Public Health regulations.

Dellinger said the force main on Spruce Avenue in Clearlake is less than 10 feet away from public water lines of two different water systems. State Public Health regulations require 10 feet of wall-to-wall separation between a public potable water system pipe and a raw sewage force main pipe.

Additionally, 254 feet of the force main on Spruce Avenue between Utah and Cass avenues needed to be realigned, Dellinger said. The two projects totaled $79,333.

The supervisors approved a motion to record a notice of lien against a property on Second Street in Lower Lake.

Community Development Director Rick Coel said the home on the property appeared abandoned and there were large amounts of trash on the property. Coel said numerous neighbors complained about the unsanitary conditions on the property, adding that trash odors reached a park located across the street.

Coel said the hazardous material was abated on June 28. He recommended a notice of lien for $1,577 be prepared against the property owners. The lein notice was unanimously approved.

The supervisors voted unanimously to appoint Jo Wolf to the In Home Support Services (IHSS) Advisory Committee as a disabled consumer.
