Late last April the Record-Bee published an article that said the Yolo farmers face a water crisis, because of the low lake level, being less than 3.22 on the Rumsey Gauge.

At that time, the lake level was at 3.07 feet and that Yolo County was preparing for the worst, since there were no storms forecast to raise the level on the horizon. What happened?

Most of June and July the dam was releasing 300 to 400 cubic feet per second every day and now with the level down to 2.92 feet, they are still releasing 2.61 cfs! Seems to me that Yolo County can take as much water as they want, regardless of how low the lake level is on May 1.
