CLEARLAKE — The City Council will hold a special meeting today at 6 p.m. to take another look at a proposed $4.5 million budget for the 2013-14 fiscal year.

That”s an increase of 9 percent from the current fiscal year, with revenues projected to be 3 percent higher.

City manager Joan Phillipe views the proposal as another “belt-tightening” step to get the city back on solid financial ground.

The biggest increases in anticipated expenditures are in the pension and health insurance coverage areas. Of the $4.5 million in expenses, personnel accounts for 71.5 percent, and of that $3.2 million, about one-third goes to pension, health and life insurance premiums.

The workshop is the second meeting in which council members will concentrate solely on financial issues.
