LUCERNE — What this planet needs is a governmental employment association operating within and effective throughout every country. The functions of these associations should include finding a job for every person desiring employment; determining every such person”s degree of employability; and in case a job cannot be found, a function should be the creating of a job that is of benefit of the citizenry.
Though affecting only a small part of the population (the unemployed and few who serve them), this result of finding useful work and the consequent slight increase in the circulation of money throughout an entire country would have a telling effect.
The new activity of creating new and beneficial jobs would be the outstanding difference between the associations here described and the employment agencies now being used.
The objective of these new associations would be to leave no employable person without a job.
Persons deemed unable to work would, then and now, be given health insurance and subsistence money.
Those of workable age determined able to work at jobs found or created for them would have to earn their livings thereby.
Further, the computer has reduced the world to manageable size, making the execution of this project relatively easy.
