Strike

Miss: Paratransit Services and Teamsters have not reached an agreement yet and public transportation services have been hindered by the strike that began on Monday, leaving the people of Lake County who routinely used the service scrambling to find other options.

Marijuana grower walks

Miss: Frank Phillip Frazza, a large-scale marijuana grower who allegedly owned a crop valued at about $600,000, had his charges dismissed after a judge ruled that Lake County Sheriff Frank Rivero violated the grower”s Miranda rights.

Sexual assaults

Hit: Clearlake Police officers arrested Douglas Rupert, 40, of Clearlake Monday on charges of a sexual assault committed last Saturday.

Hit: Caine Simmons was arrested Wednesday for an alleged sexual assault to a minor of 14 years or younger in May of last year.

Stabbing

Miss: A 16-year-old suspect was arrested after he allegedly stabbed David Dancer of Lucerne during a fight over a marijuana theft involving 10 people on July 25.

Hit: Dancer was reported to be recovering favorably from a surgery for a collapsed lung and a punctured diaphragm.

Inmate worker program

Miss: Lake County Sheriff Frank Rivero modified the inmate worker program to include charges on organizations using the program to pay for an armed correctional officer who will oversee the inmates. The new charges may dissuade organizations from hiring the inmates, who work to get time-off credit. This could contribute to overcrowding issues at the Lake County Correctional Facility.

Hit: Though the program may face issues with addition of the new fees, the sheriff addressed issues with walk-away escapees, which include two escapes in the last year.

Roads

Miss: Clearlake has struggled with road budgets and construction since it became an independent city and still faces issues, City Manager Joan Phillipe said. Many streets have never been paved and there doesn”t seem to be a solution in the near future.

Drive-by shooting arrest

Hit: Clearlake detectives arrested Shade Hill, 29, for allegedly being the shooter in a May drive-by shooting.

Motorcycle chase

Miss: A man who allegedly threw a television at his domestic partner and tried to light her on fire led police on a high-speed chase on motorcycle through Highway 175-Cobb Friday morning. The man then pulled onto a dirt road and later abandoned his motorcycle and fled on foot. As of Friday night he was still at-large.
