As the November election draws near for Hidden Valley Lake Community Services District, I would like to address the voters regarding the importance to the district of retaining our two incumbents.

This is in no way an attack or attempt to discredit the third candidate who has also filed for one of the two seats.

Our current president, Judy Mirbegian, and our past president Linda Herndon are committed to an exceptional level of service at a cost among the lowest in the county.

They are both a critically important part of this board of directors and the district.

Judy Mirbegian is not only the current president and past vice-president, she also serves on the Association of California Water Agencies Regional Board.

Linda Herndon has not only served as past president, she is also serving on the Association of California Water Agencies State Legislative Committee.

Both are important avenues to bring forward concerns and issues on your behalf.

Both of these incumbents played key-roles in bringing solar power to the water treatment plant, which will substantially lower cost of energy for decades to come.

They have both worked on your behalf with an outside independent salary review, a five year strategic plan, and most importantly the selection of our new General Manager Roland Sanford, who is widely respected in the water industry.

These incumbents carry with them a vast amount of knowledge about the district; past, present and future.

Speaking from my experience as a new member of the district board in 2011, I can tell you that the learning curve is extensive taking a great deal of time.

We will have major issues to face as 2013 closes and we enter 2014: completion of the five-year strategic plan, preservation of water rights, water conservation and stewardship, long-term planning for infrastructure replacement, and many more. Both of the incumbents take the trust you have placed with them seriously and represent you with great care.

I implore you to cast your vote on Nov. 5 for our two deserving incumbent directors. I feel confident that you will vote and re-elect directors Judy Mirbegian and Linda Herndon as that would truly be in the best interest of all of our customers.
