The Hidden Valley Lake Community Service District (water and sewer service) has two board of directors” positions to be chosen in the November election.

In 2010 the HVLCSD board unanimously authorized a new contract for the general manager containing the following conditions: The term was for a period of five years; Restricted performance of duties to no more than 960 hours per year; No minimum performance of duties hours required; No requirement for on-site presence; Health and Dental benefits for employee and family; Car allowance of $ 750 per month; Authorized GM to attend conferences and participate on committees of four state and national organizations.

I think this demonstrates knowingly implementing an action that was not in the best interest of the CSD or its customers and such conduct should be viewed as a flagrant abuse of director authority.

Two incumbents requesting to be elected, whom previously were appointed, were part of that board. Such conduct removes justification for support for either and I recommend marking ballots for Richard Pritchard as a statement of condemnation of such an action. To validate these statements, and more information, request a copy of the contract from the CSD office at 10 cents per page.
