LAKEPORT — Lakeport residents might be pleased to know that the City Council adopted a resolution to set a fee schedule for Administrative Citation appeals.

City Planner Andrew Britton reported that, while citations for infractions such as accumulated garbage and junk cars are rare, the city will now have a more formalized process for city code enforcement. Britton said that most residents follow “voluntary compliance” out of respect for their neighbors, although some people must receive repeated calls and inspections to nudge them in the beautification direction.”

The process also changes code enforcement from criminal to civil jurisdiction, which relieves the police force from encumbering work hours for code violations.

Britton reported that his department will charge a fee of $200 to compensate for the hours of cumulative staff time, including the hiring of Hearing Officers. Councilman Marc Spillman asked if a hardship waiver was included for low-income residents. City Attorney David Ruderman said that no such provision exists. Resident Kim Beall inquired if a resident prevails in their appeal, “Would the fee be refunded?” Ruderman responded in the affirmative.

Mayor Tom Engstrom honored AmeriCorps-Lake County for its participation in the Stuff a Bus canned food drive and community service project for “Make a Difference Day.” Volunteers spent time removing graffiti and painting the facilities at the Fifth Street boat launch.

The Bella Vista Senior Apartment Project on Martin Street is nearly completed, according to Britton. City officials are collecting information from senior citizens who might be eligible to move in. Britton recommended that anyone interested should visit the city website and click on Hot Topics.

The Lakeport Main Street Association (LMSA) will have a new director. Spillman announced that Paula Duggan”s assistance is forthcoming. The council also approved an addendum for the LMSA Very Merry Main Street event.

A Westside Park Ad Hoc Subcommittee is now established as per the council”s resolution.

Halloween in Lakeport was reported to be once again a big success. Councilwoman Stacey Mattina praised the decorations, community feel, and all around good time.
