LAKEPORT — A request from Lake County Special Districts to transfer Spring Valley Reservoir (County Service Area No. 2) reserves from roads, bridges and dams to maintenance, buildings and improvements was approved by the Lake County Board of Supervisors (BOS) Tuesday.

The total amount request was $15,100, which will be used to repair a broken valve, as well as the re-attachment of a drive shaft to the control rod and to complete a video inspection of the gate valve, according to Special District Administrator Mark Dellinger.

The valve repair is needed because of an inspection that resulted in a reservoir valve breaking, Dellinger said.

“We want to conserve water because of the drought,” Dellinger said. “It is leaking a few gallons a minute.”

A public hearing regarding amendments to the Section 8 administrative plan was held.

Section 8 is a low-income housing program funding by the U.S. Department of Housing and Urban Development.

According to Social Services Director Carol Huchingson, changes to language concerning the Violence Against Women Reauthorization Act, including the definition of sexual assault, were needed to make the policy less confusing.

Changes include, the addition of the definition for an absent family member, as well as the process for client on the program waiting list.

The public offered no comments. No action was required by the board, as the recommended changes will be brought to the BOS in a future meeting.

The BOS reached consensus to allow a contract between the probation department and BI Incorporated to expire on June 30.

The center provides evidence-based practices such as substance abuse programming, mental health counseling, alcohol and drug abuse monitoring, as well as supervision and tracking of offenders in the program, according to Chief Probation Officer Rob Howe.

“I believe we are ready to take over that responsibility,” Howe said.

The board also approved a request for a letter supporting Geothermal Awareness Day and May as Geothermal Awareness Month.

A second reading of a proposed amendment to the Lake County Code regarding the transient occupancy tax (TOT) was approved by the BOS.

The amendment corrects the numbering of various paragraphs in the code, according to County Counsel Anita Grant. No substantive changes are being made to the text.

The item was brought back to the board because a roll call vote was not taken at the April 22 meeting, Grant said.

Additionally, a second reading of a proposed amendment to the Lake County Code regarding the use of bicycles, skateboards, roller skates and inline skates on county property was approved by the BOS.

According to Caroline Chavez, public services director, because of “recent improvements at the Historic Lucerne Castle Hotel (Marymount California University, Lake County) and the Middletown Senior Center and Library” the ordinance needed to be updated “in order to protect the county”s investment as well as those who utilize these facilities.”

In other business, the board proclaimed May as Military Appreciation Month, CalFresh Awareness Month and Mental Health Month.

Additionally, this week was proclaimed as Correctional Officers Week by the BOS.
