Goulart received his long overdue high school diploma from the Lake County Office of Education as part of its Operation Recognition Program. High school diplomas are awarded to qualifying individuals whose secondary education was interrupted due to circumstances of service in the U.S. Military or who were interned in World War II relocation centers for Japanese Americans.
