LAKEPORT >> The Lake County Board of Supervisors at its regular meeting today plans to consider actions intended to help the rebuilding process of both the Clayton and Valley Fires.
While the related items are untimed, the BOS is most likely to initially hear an update on the recent Lower Lake blaze — including reports from county staff, other assisting agencies and possibly some community groups. District 3 Supervisor Jim Steele said he expects Office of Emergency Services Director Dale Carnathan and Community Development Director Bob Massarelli to be among those giving reports.
The latter’s department, he added, has gone out to the burn zone and done some damage assessment.
To help those nearly 200 homeowners, two resolutions dealing with temporary dwellings are up for consideration. If passed, the county would waive the $75 zoning permit fee for a whole year and allow victims to use their RVs or build manufactured homes on their property.
The permit itself is valid for up to three years, but it will only be issued if the occupied area on the property doesn’t interfere with debris cleanup. It also has to be safe from dead trees, landslides and floods and have proper sewer and water connections.
A one-year extension would also be available at the discretion of the Community Development Director. In order to qualify, there must be “substantial completion” of the permanent home, county documents said.
Regarding the Valley Fire, the board will also contemplate awarding a bid contract for the replacement of about 180 water meters in the Starview and Bonanza Springs water districts in Cobb and Loch Lomond, respectively.
According to Special Districts Administrator Jan Coppinger, the lowest of four bids came from HD Excavating of Lower Lake. It appraised the work at nearly $571,000 — the funding coming from the districts’ insurance payouts.
The department desires to consolidate the two districts into the Cobb Area Water District but that will be determined based on the results of an income survey. She had no updates on the matter.
“I’m hoping to follow up on that this week and see where we are,” she added.
The meeting begins at 9 a.m. at the Lake County Courthouse. County Administrative Officer Carol Huchingson did not return calls for comment.
