LAKEPORT >> Lakeport police arrested a man Thursday for sexual battery and indecent exposure at an elder care home earlier in the week.

William Ernest Lukens faces three felony charges, including failure to register as a sex offender.

Investigators allege that Lukens, 81, brutalized a 73-year-old woman who is medically incapacitated due to serious disabilities and therefore unable to protect herself. Police also report that Lukens exposed himself to a 23-year-old female staff member.

The incident occurred on Monday, Oct. 10, at approximately 8:45 a.m.

According to Lakeport Police Chief Brad Rasmussen, Lukens has a previous felony conviction for a serious sex offense. He has also served time in the state prison system.

Rasmussen pointed out that Lukens, who recently moved to Lakeport, is required to register as a sex offender. He had last registered as a resident of Nice.

Based upon the evidence gathered during the investigation, Lakeport police took Lukens into custody on Thursday evening. He was booked into the Lake County Correctional Facility.

Bail was set at $15,000.
