LAKEPORT >> Nine Green appeared at the Lake County Superior Court without a defense attorney for the Bond Hearing as Deputy District Attorney John Langan was present in court.

Judge Stephen Hedstrom presided over the hearing while the matter is still under review and continued for either arraignment or exoneration. An exoneration occurs when the conviction of a crime is reversed, either through demonstration of innocence, a flaw in the conviction, or otherwise.

Green is charged with two counts of Threats to Commit Crime which will Result in Death or Great Bodily Injury, Threats to an Elected Public Official, Willful and Malicious Harassment to Another Person and 34 counts of a Violation of Protective Order.

The charges stem from a number of incidents, including Green allegedly spreading manure on the Lake County District Attorney’s office.

The matter is continued to March 28 at 8:15 a.m. for Arraignment/Exoneration in Department 4 and the defendant is ordered to be present.

Gatlyn on Napa State Hospital’s waiting list

William Richard Gatlyn, 27, was in custody, appearing in court for further proceedings of the Cruelty To Animals charge. The charges were a result of him being arrested for allegedly killing his dog with a machete.

Doubt of the defendant’s mental competency had previously been declared in court as Gatlyn was unable to understand the criminal proceedings in a rational manner.

The Court has received a response from the Department of State Hospitals. The defendant is expected to be admitted to Department of State Hospitals Napa on or about May 26, 2017 as Gatlyn is currently number 80 on the wait list.

The judicial assistant is to make contact with Attorney Paula Riese at the Department of State Hospitals in order to verify if the JBCT program (Jail-Based Competency Program) is available for this defendant. It had been noted in court that on Jan. 18, Gatlyn was referred to the JBCT program for evaluation of eligibility and treatment.

If the defendant is not transported by March 28, the Director of the State Department of State Hospitals is ordered to inform the Lake County Superior Court in writing prior to the date which compliance is expected.

Judge Stephen Hedstrom presided over the further proceedings hearing with Deputy District Attorney Susan Krones and Defense Attorney Mitchell Hauptman present in court as well.

The matter is continued to March 28 at 8:15 a.m. for Review if Transported in Department 4 and the defendant is ordered to be present.
