Lake County Library’s Zip Books program is operating during the COVID19 emergency.
The Lake County Library’s grant-funded Zip Books program that delivers books, large print books, and audiobooks to library patrons at home continues to operate during the COVID19 shelter-in-place order. You must have a Lake County Library card and a Lake County mailing address to order a Zip Book through the Lake County Library.
With your Lake County Library card you can submit Zip Book requests through the Zip Book order form on the library’s website library.lakecountyca.gov under the “Books and More” tab. If you don’t have a Lake County Library card, you can apply for a temporary library card number and PIN on the library’s website. If you have any questions about Zip Books call 707-263-8817 and leave a message or email jan.cook@lakecountyca.gov. An employee will respond to your message.
The library orders the book from Amazon and the book is delivered to your mailing address. During the COVID19 emergency, Amazon deliveries may take a little longer than normal, so have patience.
The Zip Book is also checked out on your library card. When you finish reading your book, please hold it until the library reopens. Hand-deliver your Zip Book to a library employee, along with any Amazon paperwork that comes with it. Library due dates have been extended and any fines accrued during the shelter in place order will be waived.
Zip Books patrons can request a maximum of five books per month. At present, the Zip Books policy that prevents libraries from ordering books that they already own has been temporarily suspended.
Zip Books is a state-wide project of the NorthNet Library System, funded by the California State Library. The Lake County Library has participated in Zip Books since 2015.

Lake County Sheriff’s Office continues its COVID-19 preparedness efforts at the Lake County Jail facility
The Lake County Sheriff’s Office continues its COVID-19 preparedness efforts at the Lake County Jail facility. At this time, there are no suspected or confirmed cases of COVID-19 in the Lake County Jail.
Beginning Friday, March 27, 2020, and until further notice the public will not be admitted into the jail reception area to drop off money orders for inmates. The money orders will need to be sent by mail.
The commissary program will continue as normal. The money orders sent by mail will be credited to the inmate’s books. Only money orders will be accepted (Cash will NOT be accepted). Money orders must be filled out as follows; the inmate’s legal name must be written on the Recipient line, the sender’s name and address must be written on the Purchaser line and they must be signed by the sender on the front.

Lake County Continuum of Care announces two grant opportunities
Lake County Continuum of Care (LCCoC) is pleased to announce the availability of two grant opportunities through the Department of Housing and Community Development (HCD) Emergency Solutions Grant (ESG) Program.
These Balance of State (BoS) ESG funds are available in two grants:
- a $118,568 Formula Allocation Grant for Rapid Rehousing Programs only, and
- a $118,567 Regional Competition Grant for Emergency Shelter or Rapid Rehousing Programs
Agencies applying must be a 501(c)3 nonprofit organization or government agency that serves those struggling with homelessness or at risk of becoming homeless in Lake County.
Agencies may apply for both grant opportunities; however the programs must meet the Department of Housing and Urban Development (HUD) definition of Rapid Rehousing or Emergency Shelter. Local applicants must meet the 100% match funding requirements outlined in the ESG NOFA for the full grant allotment:

In making funding recommendations to HCD, Lake County Continuum of Care shall use a process that is:
- Fair and open and avoids conflicts of interest in project selection, implementation, and the administration of funds;
- Considers selection criteria reasonably consistent with the criteria used by the Department in section 8407;
- Complies with the requirements of sections 8408 and 8409;
· Incorporates reasonable performance standards, as set forth in the Action Plan based on HUD requirements and guidance. If the applicant has not implemented the proposed activity or similar activity within the past three years, the Continuum of Care shall work with the funded applicant to ensure it meets reasonable performance standards specified in the Action Plan in the contract year;
- Complies with federal ESG requirements; and
- Considers any other practices promoted or required by HUD.

A funding panel consisting of LCCoC leadership and community volunteers shall decide which two applications will be submitted to HCD by 5 p.m. on Thursday, May 28, 2020.
The Lake County Continuum of Care is a HUD-designated organization that:
- Promotes communitywide commitment to the goal of ending homelessness;
- Provides funding for efforts by nonprofit providers and State and local governments to quickly rehouse homeless individuals and families, while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness;
- Promotes access to and effects utilization of mainstream programs by homeless individuals and families; and
- Optimizes self-sufficiency among individuals and families experiencing homelessness.
