LAKEPORT— The Lakeport City Council will declare three proclamations on behalf of the city, hear a presentation on utility operations and approve amendments to their 2020-2021 Fiscal Year budget at the next regularly scheduled City Council meeting on Tuesday, April 6, 2021.

The three proclamations designated the month of April to be:

Sexual Assault Awareness Month

  • In 2020, Lake County agencies responded to the needs of at least 311 sexual assault victims and their significant others and/or family members.
  • According to a staff report, the Lake Family Resource Center has been leading the way in Lake County in addressing sexual assault by providing 24-hour hotline services, continuing support, advocacy and accompaniment to victims/survivors and their significant others.

Child Abuse Prevention Month

  • Staff noted that In the United States, 3 million children are reported abused and neglected each year.
  • Current initiatives in Lake County to prevent child abuse include Building Resilience, Adverse Childhood Experiences, Nurturing Families Program, Differential Response, RCS Wrap Around Servies, Infant Massage, Motherwise and the protective factors.

Fair Housing Month

  • The Fair Housing Act, enacted on April 11, 1968, put into federal law the goal of eliminating racial segregation and ending housing discrimination.
  • It prohibits discrimination in housing based on  race, color, religion, sex, familial status, national origin, and disability and commits recipients of federal funding to affirmatively further fair housing in their communities.

In the utilities report portion of Tuesday’s meeting, there will be a presentation to provide an overview of the operations of Lakeport water and wastewater facilities. The report will also highlight the recent capital improvements and identify future infrastructure needs.

In other actions, a summary and review of the second quarter financial update will be reviewed by the city council. The Lakeport city staff will look to have this budget adjustment of $91,257 approved by the council.

According to staff, revenues collected in the second quarter 2020-21 resulted in a positive outcome. Most revenue sources are in line with budgeted amounts while sales tax and Transient Occupancy Tax (TOT) are exceeding their estimates.

The city staff is looking to handle this with three different options:

  • Do nothing with the excess revenues from the first quarter and wait to see what the third and fourth quarter 2020-21 has in store.
  • Calculate the amount of excess revenues quarter over quarter and allocate these resources for current spending on one-time projects.
  • Use the second quarter experience and adjust budgeted revenues for the remainder of the fiscal year and allocate these resources for current spending on one-time projects.

Lakeport City Council meetings are held on the first and third Tuesday of each month. Regular Council meetings normally begin at 6 p.m. in the City Council Chamber, 225 Park Street and the public is invited to attend all Council meetings. During the COVID-19 pandemic however, these meetings are restricted to a digital platform via Zoom.
