LAKEPORT— The Lakeport City Council will hold several public presentations, approve the utility bill delinquency list and enter a recreation feasibility study with San Jose based Studio W Architects during their Tuesday city council meeting.
The presentations that will occur during the meeting include a donation check for the annual 4th of July Fireworks, an update on All Children Thrive (ACT) Governance Council, the cyanobacteria in Clearlake and the introduction of the Police K-9 dog, Olin.
For other public hearings, the city will look to confirm and approve the utility bill delinquency list for submission of the list to the Lake County Auditor-Controller for inclusion on the property tax roll. These accounts have been delinquent since May 31, 2021.
According to the staff report, a public hearing must be held as part of the process so the council can hear any objections or protest of landowners who are liable.
Account holders will be notified and given the opportunity to pay off their delinquent bills. Account holders have until August 3, 2021 to do so.
The City Council is being asked to receive a presentation for Studio W and authorize the City Manager to execute a professional services agreement with Studio W architects for the completion of Phase two of a recreation feasibility study
The recreation feasibility study with Studio W Architects is part of an ongoing project with the Lake County Recreation Task Force (LCRTF). This group got together in July of 2020 to find ways of improving recreational opportunities in Lakeport.
Phase one of the recreation feasibility study with Studio W Architects started in January 2021. Findings from this phase showed that continuing with the study would provide additional information for the project.
Phase two will include public outreach, site selection, conceptual layout and design, project capital cost estimates, operational analysis and a final report. The total cost would be $31,000.
The objectives for the study include engaging the community and conducting necessary research and analysis to identify and evaluate community need for a recreation facility, including evaluating current recreational facilities in and around then Westshore communities and determining the geographic draw area of the Center(s); the assessment of partnership opportunities, including identification of collaborative partners in the public, private and not-for-profit sectors, and how such partnerships impact the funding and operation of the facility and if a recreation facility is needed, determining several scoping options regarding facility and program scope, size, features and amenities, and preparation of an initial cost estimate for each option, broken down by facility features and amenities.
This action represents a starting point for the development of a strategic plan creating a City Parks and
Recreation Department consistent with City Council 2021-22 stated goal.
