Clearlake City Council to discuss Fiscal Year 2023-24 budget

Council also looking to amend contract for non-represented employees and council members

CLEARLAKE— The Clearlake City Council, following a presentation of June’s adoptable dogs and public comment, will consider an amendment to the agreement with Operating Engineers Public and Miscellaneous Employees Health and Welfare Trust Fund during their Thursday meeting.

During a recent review of the contract, it was determined that the city needed to amend the contract to memorialize coverage for non-represented employees and Council Members. While this coverage has been provided to non-represented employees and Council Members for decades, there is no formalized agreement for these services. Because of this, staff is recommending adoption of the Participation Agreement.

During the public hearing portion of the meeting, the council will consider the appeal of the Planning Commission’s decision for the approval of the environmental analysis in accordance with the California Environmental Quality Act and Conditional Use Permit for the Burns Valley Development Project, located at 14885 Burns Valley Road.

According to the staff report, the project parcel is approximately 25.46 acres in size and located in the Burns Valley Area, north of Olympic Drive and South of Burns Valley Drive, behind the Safeway Shopping Center. The Burns Valley Development Project includes but is not limited to one full size baseball field, multi-sport field, ADA accessible playground, one little league baseball field, dugouts, batting/pitching area, four permeable walkable areas, one t-ball field, fitness equipment area, native plant demonstration area, one softball field, central gathering/picnic areas and recreation facility.

Also during the meeting, the City of Clearlake’s budget for Fiscal Year 2023-24 will be discussed.

If the Council has no significant changes to the budget, all could be adopted on Thursday. Alternatively, the Council can provide other direction to staff, and the Public Hearing can be continued to another date, before July 1, to reconsider adoption once the directed changes are made. Further detail on the financial and policy implications of the FY 2023-24 Budget are included within the proposed budget and will be explained at the budget workshop.

The proposed budget can be accessed through the City’s website on the Finance Department webpage at clearlake.ca.us/175/Finance.

In other actions, the council will consider the adoption of the appropriations limit (Gann Limit) for F.Y. 2023-24 and designate the formula to be used for the calculation of the limit. The recommended action is to adopt a resolution for this calculation. The same procedure goes for the City of Clearlake’s fee schedule, adopting another resolution to address this.

The staff report declares the City is well under the calculated appropriations limit and has the capacity to significantly increase the size of the budget, should that become necessary, or possible, at some future time.

The council is set to consider the Memorandum of Understanding between the City of Clearlake and Clearlake Middle Management Association from July 1, 2023 to June 30, 2024. The recommended action here is to approve this MOU and authorize the City Manager to sign it.

The City Manager and Councilmember reports will be presented in the sequence, as well as the future agenda items. The Council goes into a closed session to discuss liability claims pursuant to Government Code Section 54961, having as claimant Joseph Barrios and the City of Clearlake as the agency claimed against; and a conference with legal counsel about existing litigation pursuant to Government Code Section 54956.9.

The Clearlake City Council regular meeting happens this Thursday, June 15, at 5 pm, at the Clearlake City Hall Council Chambers 14050 Olympic Dr. All items on the agenda will be open for public comment before final action is taken. Citizens wishing to introduce written material into the record at the public meeting on any item are requested to provide a copy to the Administrative Services Director/City Clerk prior to the meeting date, so the material may be distributed to the City Council before the event.

Speakers must restrict comments to the item as it appears on the agenda and stay within a three minute time limit. Mayor Dirk Slooten can limit the total discussion time for an item.

The meeting adjourns with the announcement of any action taken by council during the closed session.
