Lake County Continuum of Care announces competition for 2023 emergency solutions grant for rapid rehousing and emergency shelter programs
Lake County Continuum of Care (LCCoC) is pleased to announce the availability of two grant opportunities through the California Department of Housing and Community Development (HCD) Emergency Solutions Grant (ESG) Program.
These Balance of State (BoS) ESG funds are available in two grants:
- a $123,123 Formula Allocation Grant for Rapid Rehousing Programs only, and
- a $123,123 Regional Competition Grant for Emergency Shelter or Rapid Rehousing Programs
Agencies applying must be a 501(c)3 nonprofit organization, government agency including housing authority, or a state or federally recognized tribal that serves those struggling with homelessness or at-risk of becoming homeless in Lake County. Agencies may apply for both grant opportunities; however, the programs must meet the Department of Housing and Urban Development (HUD) definition of Rapid Rehousing or Emergency Shelter. Local applicants must meet the 100% match funding requirements outlined in the ESG NOFA for the full grant allotment:
Applicants will apply directly with HCD through the eCivis portal, save the application as a PDF, and email it to LCCoC Administrative Entity (Lake County Behavioral Health Services) no later than Oct. 1, 2023.
The LCCoC will review the applications on eCivis and make recommendations to HCD for both grants. Recommended applicants will contract directly with HCD for funding.

Upcoming Presidential Primary
The Lake County Registrar of voters office would like to inform candidates and voters of Lake County that a Presidential Primary Election is scheduled to be held on Tuesday March 5, 2024, to elect, federal, state, legislative and county officials. Listed below are the county offices in which candidates are to be nominated and voted solely within Lake County:
- Judge of the Superior Court, Department 1
- Judge of the Superior Court, Department 3
- Judge of the Superior Court, Department 4
- County Supervisor, District 1
- County Supervisor, District 4
- County Supervisor, District 5
- Sherriff-Coroner
A candidate for the elective offices enumerated above may submit “In-Lieu-of-Filing Fee Petitions”, containing signatures of registered voters in the jurisdiction in which he/she seeks nomination, to offset all or part of the cost of his/her filing fee. The In-Lieu-of-Filing petitions are available between Sept. 14, 2023, until Nov. 8, 2023, during regular office hours of 8 am to 5 pm Monday through Friday, closed County holidays and weekends. The deadline to file the In-Lieu-of-Filing Fee Petitions with the Lake County Registrar of Voters’ office is the close of business on Wednesday Nov. 8, 2023.
All candidates for elective office must also file within the Nomination Period of Nov. 13, 2023 through Dec. 8, 2023, a Declaration of Candidacy form, Nomination papers and pay filing fee in order for their name to be printed on the March 5, 2024 Presidential Primary Election ballot.

Let representatives know how you feel about cuts to WIC benefit. Increases scheduled to end September 30.
The E Center Women, Infants and Children Program (WIC) released its September 2023 appointment scheduling notice. The nationwide, federally sponsored WIC nutrition program provides nutrition education, support and help with breastfeeding, community and healthcare referrals, and supplemental food benefits to eligible pregnant women, new moms, postpartum women, infants, and children under the age of 5. WIC encourages enrollment of migrants and eligible women in the early months of pregnancy. Single fathers, foster parents and guardians of children under age five are also eligible to enroll their children.
WIC food packages include fruits, vegetables, eggs, cheese, milk, cereal, juice, whole grains, and beans or peanut butter, infant cereal, infant fruits and vegetables, and formula supplementation is available for infants. WIC has generous income guidelines. For example, a family of four can have a yearly gross income of $55,500 or monthly income of up to $4,625 and still be eligible for the health benefits of the WIC program.
WIC’s benefits for fruits and vegetable were temporarily increased to:
- $25 per month for children
- $44 per month for pregnant and non-breastfeeding participants
- Up to $49 per month for breastfeeding participants, through Sept. 30, 2023. This increase is scheduled to end 9/30/2023 unless we take action. Let representatives know how you feel about cuts to WIC benefits here,
E Center WIC in Lake County continues to issue Farmers Market Tickets to eligible participants. The checks are issued in addition to regular WIC benefits and can be used to buy fresh, unprepared, locally grown fruits, vegetables and herbs from WIC authorized farmers’ markets. These vouchers are offered first come first served!
WIC offers appointments in person, over the phone, or via Zoom! WIC families also have the option to complete nutrition classes online at wichealth.org.
